The council is sponsored by Flint Hills Resources, LP. In Corpus Christi, Flint Hills Resources provides for facilitation of council activities through Kailo Communications Studio.

The council also has a subgroup known as the Flint Hills Resources San Antonio Community Action Council which focuses on various safety and operational topics concerning the Fuels Terminal owned by Flint Hills Resources in San Antonio. This subgroup includes two employees of Flint Hills Resources, a member from the Huntleigh Park Neighborhood Association, a member of the Eastern Triangle Planning Team and a member from the City of San Antonio Fire Department.

Flint Hills Resources operates a refining and chemical complex in Corpus Christi that employs almost 900 people, as well as more than 250 employees of independent contractors. The Corpus Christi complex has a crude oil processing capacity of about 300,000 barrels per day. The company’s refined-products pipeline system transports gasoline, jet and diesel fuels each day from Corpus Christi to refined product terminals in San Antonio, Austin, Waco and Dallas/Ft. Worth.

History
The Koch Coastal Bend Community Advisory Council was created to identify, evaluate and address issues of common concern and importance to the community and to Koch Industries through a representative, self-directed citizen forum that encourages productive and honest dialog, fosters mutual understanding, and seeks and recommends solutions.

By the year 2000, the membership list included members from the education, health, local government, economic development and business community who formed four working committees: Economic Development, Environment, Education and Quality of Life. January 2002 brought the restructure of the Koch Petroleum Group, resulting in the name change of the sponsor to Flint Hills Resources LP and the Flint Hills Resources Community Advisory Council was established. To effectively represent the focus of the group, the name was later changed to the Flint Hills Resources Community Action Council.
